In power systems operating at 110kV and above, a neutral point direct grounding approach is often used, known as a high-current effective grounding system. This method eliminates overvoltage and protection concerns at the neutral point by directly grounding the transformer's neutral point. However, to manage single-phase short circuits, mitigate communication interference, and meet relay setting requirements, some transformers may operate with ungrounded neutral points. Typically, only 30% to 50% of transformers' neutral points are directly grounded to ensure system safety and stability. In specific ring or radial power supply networks, dispatchers may intentionally operate certain intermediate terminal transformers in a non-direct grounding mode to direct power flow as needed. During normal three-phase operation, the neutral point potential remains zero, requiring no overvoltage protection. However, factors such as lightning, operational incidents, disconnections, or single-phase grounding faults can elevate the neutral point's overvoltage, risking damage that necessitates protective measures.

According to the electric power industry standard DLT620-1997, titled 'Overvoltage Protection and Insulation Coordination for AC Electrical Installations,' it's advised to avoid local ungrounded systems in 110kV and 220kV effectively grounded systems to prevent excessive power frequency over-voltage. For these partially ungrounded systems, it recommends using zinc oxide lightning arresters with parallel clearance for over-voltage protection of ungrounded neutral points at 110kV and 220kV with power supplied from the low-voltage side.
